Dr Anthony Torres-Ruesta

Anthony is a global health security researcher whose work explores how science, governance, and technology can better protect societies from biological risks. He is particularly interested in identifying and addressing inequities that shape the world’s preparedness for future epidemics and pandemics.

Anthony completed his BSc in Biological Sciences at the Universidad Nacional de Piura in Peru. He continued his training at the University of Bordeaux, France, before moving to Asia to pursue a PhD at the National University of Singapore, funded by the A*STAR Singapore International Graduate Award. His doctoral research, conducted under the supervision of Professor Lisa Ng, investigated the immunopathogenesis of co-infections involving malaria parasites and alphaviruses, work that earned him the Young Investigator Award from the American Society of Tropical Medicine and Hygiene (ASTMH) in 2023.

Following his PhD, Anthony joined A*STAR Infectious Diseases Labs as a postdoctoral fellow, where he contributed to Singapore’s responses to the COVID-19 pandemic and the Mpox outbreak. The marked disparities in global preparedness and response exposed during these health emergencies motivated him to pivot toward global health, undertaking an MPhil in Population Health Sciences at the University of Cambridge in 2024.

He later moved to Finland to serve as a Specialist in the Welfare Epidemiology and Monitoring Unit at the Finnish Institute for Health and Welfare (THL). His work there supported the development of real-time epidemic intelligence frameworks for severe respiratory infections, strengthening early warning capabilities and enhancing coordinated national response capacity.

As a Research Associate at the Centre for the Study of Existential Risk (CSER), Anthony examines the equity challenges and dual-use implications associated with the use of artificial intelligence for epidemic and pandemic preparedness and response. His work sits at the intersection of infectious disease science, global health, and biosecurity, with a focus on how emerging technologies may reshape existing health security gaps worldwide and how they can be governed to avoid deepening global divides. His project also aims to design practical governance tools and policy frameworks that support equitable and responsible innovation in health security.

Beyond his research, Anthony is actively engaged in global health governance and science diplomacy. He served as an Advisor to Peru’s Delegation to the 78th World Health Assembly during the adoption of the WHO Pandemic Agreement, contributing to discussions on equitable pandemic response frameworks and the integration of emerging technologies into preparedness systems. In 2025, he was selected as a United Nations Youth for Biosecurity Fellow, enabling him to contribute to international efforts to strengthen the Biological Weapons Convention and advance responsible science and technology norms against biological threats.

Anthony was recently inducted into the 2026 class of the Emerging Leaders in Biosecurity (ELBI) Fellowship, a highly competitive programme hosted by the Center for Health Security at the Johns Hopkins Bloomberg School of Public Health. This Fellowship will further expand his engagement with international biosecurity policy communities through engagements in Washington, DC and Geneva. Across these roles, he aims to bridge scientific insight and policy action to promote a more equitable and secure global response to biological risks.
